How does a Special Needs Trust operate?

Special Needs planning can include both Medicaid protection with a Special Needs or Supplemental Needs Trust, but can also include some more general needs planning components to narrow who is managing money on behalf of an heir and what that person can do, cannot do, and has discretion to do. Should we include some provisions to determine when a beneficiary no longer needs that much oversight? The actual needs and potential for those needs to change will dictate how we draft the special needs aspects of a good estate plan.
